Special presidential advisor, who also doubles as UPDF
representative to parliament, Lt. Gen.Peter Elwelu has called for the spirit of
sacrifice from Karamoja leaders, as they represent the locals at various levels
of leadership.
Elwelu was
speaking today during a meeting of Karamoja local and civil leaders held at
Goli military club, in Moroto municipality.
The
outspoken General expressed dismay at the attitude of Karamoja leaders,
particularly MPs who he says declined his invitation in the name of
facilitation.
According to
Elwelu, the MPs had wanted him to facilitate their movement to the region to a
meeting which he argues is to benefit their electorates.
He however
urged the leaders to have a heart of sacrifice to serve their people and desist
from being self-centered.
On the other
hand, Gen.Elwelu who was recently appointed by president Museveni to closely
monitor government programs in Karamoja and Teso says he is in the region to
ensure coordinated and transparent delivery of government programs, nurture
team work amongst civil servants and also assess whether rightful beneficiaries
have benefited from government programs, among other roles.
He noted
that his short-term assessment indicates a lack of team work and absenteeism
among leaders, citing an example of an unnamed RDC, he says is always in Soroti
gambling.
The leaders
on the ground including district chairpersons, chief administrative officers,
security chiefs and others have welcomed Gen.Elwelu and have pledged commitment
to work closely with him.
