Kotido district deputy CAO
Daniel Lochoro has called upon authorities at the lower local government to
devise ways on how to jointly use the 190 million shillings discretionary
development equalization grants- DDEG allocated to the district to realize its
immediate impact.
The
Discretional Development Equalization Grant-DDEG is a grant allocated to areas
where services are lagging behind compared to the national average standards as
provided for in the Constitution Article 193 sub section 4.
Lochoro says
of the 190 million that is received by the district, each lower local
government unit in Kotido will receive 10 million shillings to finance a
project of their priority.
He however
says argues the allocated 10 million shillings is inadequate to fully finance a
development project devised by the sub county, noting that it would take a sub
county 15 financial years to complete a single development project unlike when they
come together.
He adds that
if the said authorities come together and agree to collectively use the grant,
they would finance 2 or 3 development projects in selected sub counties in a
particular financial year.

he will consult with the planner and formulate an agreement which will be
shared with the lower local government units for their approvals for the
implementation of the idea.
