Moroto district councilors
have demanded for an immediate caucus to discuss and address the vacant
position of the vice chairperson.
During a 2
days training on leadership, decentralization and budgeting organized by ACODE
at the district chamber hall, councilors ordered the district chairperson to
convene a caucus where councilors will deliberate on the issue of the vice
chairperson.
Emmanuel
Loki councilor for Rupa Sub County says upon the chairperson’s nomination, the
council instituted a committee to verify among others the academic
qualifications of the nominee, something which never happened since the nominee
did not appear before the committee.
Loki adds
that upon suspicion of academic credibility, the council advised the
chairperson to nominate another person for the position or convene a caucus to
discuss the matter but all in vain.
Angel Pulkol
councilor from Loputuk sub-county said the council has a mandate to respect and
protect the local government act guiding the chairperson on nominating his
secretaries, vice chairperson and other people who meet the needed requirements
in those positions.
Pulkol says
there has never been any politicking regarding the position of the vice
chairperson nor disrespect of the chairperson by the councilors as claimed but noted
that they act in protection of the local government act and advised the
chairperson to convene caucus and find a solution to the pending challenge.
While
addressing the media on Friday, Walter Akena who works with ACODE said the district operating
without a vice chairperson is a disservice to the people of Moroto district,
since the vice chairperson holds the position of local government business.
Akena
wondered how the district is running its business without the vice chairperson
but advised the council to resolve the impasse.
