Moroto regional referral
hospital has been sighted as one of the referral hospitals in the country that
has failed to account for part of the funds dispatched by government.
This is
contained in the auditor general’s report for the financial year 2021/2022
which says the officials have failed to account for 29.9 million shillings.
The report
also points out that Moroto regional referral hospital had 2.2billion shillings
off-budget financing and out of this, only 1.7 billion was spent, living
565.4million shillings unspent.
Others
include Hoima regional referral hospital which has failed to account for 58.8 million,
Lira regional referral hospital 35 million shillings.
According to
the auditor general’s report 2022, this has been attributed to failure by
managements to appraise and enforce internal controls, regarding accountability
for funds for funds advanced for micro-projects activities.
Jim Mugunga,
the spokesperson of the finance ministry says unfortunately, they cannot do
anything to force the accounting officers to either refund or provide
accountability of these funds.
Mugunga adds
that it is only parliament that can reign on these accounting officers who have
failed to account for the funds under questions.
