Local leaders in Napumpum
sub county have petitioned the office of the Chief administrative officer
Kotido district, calling for the immediate transfer of the parish chief Dorothy
Titin.
In a letter
dated 3rd October 2023 signed by the LC 1’s, LC 2’s, LC 3
councilors, the LC 5 councilor and opinion leaders among others, the leaders
accuse the parish chief of holding onto the instruments of power of the LC 3
chairperson, possession of the LC 3’s motorcycle and frustration of government
programs like the Parish Development Model-PDM, Uganda Women’s Empowerment
Program-UWEP and the Youth Livelihood Fund-YLF.
They have
also accused the Parish chief of not working hand in hand with the councilors
and also acting without consultations with the council.
Benedict
Oyugi, Napumpum LC 5 councilor and also the lead petitioner says the
accusations against the Parish chief prompted the leaders to call for two
separate meetings to harmonize the situation but the parish chief did not
honour the invitations.
Oyugi says
this has prompted them to write to the CAO for the district’s intervention.

however could not comment on the matter, saying she has not received a copy of
the petition.
