Lokoru has reminded the Turkana community that negotiations regarding the
presidential order number 3 can only be held at the national level.
Lokoru while
speaking with our reporter said there is no negotiation that can happen at
district or regional level about the presidential order number 3 that was
issued in May, prohibiting Turkana pastoralists from entering Uganda ,following
the killing of three 3 Ugandan geologists and two UPDF soldiers.
He noted
that if there is any negotiation between the Karimojong and Turkana, it should
be done at the national level since the directive was issued to the Turkana
community through the Kenyan government by Uganda.

legislator urged the Turkana to respect the order until a resolution is reached
at.

Lokoru says
Uganda embraces peaceful co-existence with her neighbors but also has an
obligation to protect its citizens and boarders from harmful neighbors.
He
questioned the meaning of the East African Federation if one state can be armed
and the other working towards pacification.
